A storm rolls through overnight. You wake up to a clean offshore breeze, new swell lines stacking on the horizon, and an empty parking lot. The conditions look flawless — but the creek next to the break is running brown, and yesterday's downpour dumped an inch of rain across the city.

It is one of the most common judgment calls in surfing, and getting it wrong can mean a week of antibiotics or missing the best session of the month. Here is how to think through it.
What Rain Actually Puts in the Ocean
Rain itself is clean. The problem is what it picks up on the way to the water.
When rain hits urban and suburban surfaces, it becomes stormwater runoff — and it carries everything it touches: motor oil from parking lots, pesticides from lawns, pet waste, trash, and bacteria from overloaded sewer systems. All of it flows through storm drains and creeks directly into the ocean, usually untreated.
The worst contaminants for surfers include:
- Fecal indicator bacteria (enterococcus, E. coli) from sewage overflows, pet waste, and wildlife

The 72-Hour Rule and When It Actually Applies
The most widely cited guideline is the 72-hour rule: wait three full days after rain before entering the water. Health departments across California, Hawaii, and the East Coast post this advisory regularly, and it is a reasonable default for urban breaks.
But 72 hours is a blunt instrument. The actual risk depends on several factors:
Rainfall intensity
A 15-minute drizzle that drops 0.1 inches barely triggers runoff in most watersheds. A multi-day atmospheric river that drops 3 inches overwhelms storm drains, triggers sewage overflows, and can keep bacterial counts elevated for a week. The 72-hour rule was designed for moderate-to-heavy rain events.
Proximity to runoff sources
A beach break a mile from the nearest storm drain or river mouth recovers much faster than a spot at a creek outlet. If you can see brown water entering the ocean near your break, the clock has not started yet.
Coastal geography
Points and reefs exposed to open-ocean current flush contaminated water faster than enclosed bays and harbors. A south-facing point with strong longshore current may be surfable 24 hours after rain, while a sheltered bay holds polluted water for days.

UV radiation from sunlight kills bacteria. Warm water and direct sun accelerate die-off. Winter storms followed by overcast skies keep bacterial counts elevated longer than summer rain followed by a sunny day.
Local infrastructure
Cities with combined sewer systems (where stormwater and sewage share pipes) regularly overflow during heavy rain, sending raw sewage into waterways. Cities with separated systems and modern treatment handle moderate rain without overflows. Know which system your area uses.
How to Check Water Quality Before You Surf
Guessing is unnecessary. Several tools give you real data:
County health department postings. Most coastal counties test beach water weekly and post advisories when bacterial counts exceed safe thresholds. Check your county's environmental health website — many update within 24 hours of testing.
Heal the Bay's Beach Report Card. If you surf in California, this nonprofit grades every major beach from A to F based on water quality data. Their annual report also identifies chronically polluted spots.
Local surfer knowledge. Regulars know which drains flow where, which creeks run dirty, and how long each break takes to flush. Ask around.
Your eyes and nose. Brown or discolored water, visible debris, unusual foam, or a sewage smell are all signs to stay on the beach. Trust the obvious signals.
Practical Guidelines by Scenario
Light rain (under 0.25 inches), rural or open-coast break
Risk is low. Most surfers paddle out the same day. Avoid the immediate area around any visible runoff, and rinse off thoroughly after your session.
Moderate rain (0.25–1 inch), suburban or urban break
Wait at least 24 to 48 hours. Avoid breaks near storm drains and river mouths. Check local advisories if available.
Heavy rain (over 1 inch) or multi-day storm
Follow the full 72-hour rule, longer near river mouths and in enclosed bays. Check health department postings before paddling out. The swell will likely still be good on day three or four.
Visible brown water, debris, or sewage smell
Do not surf, regardless of how long ago it rained. These are direct indicators that contaminated water is still present.
Protecting Yourself When You Do Paddle Out
Sometimes you make the call to surf in less-than-perfect water — maybe the swell is rare, the break is away from runoff sources, and you have judged the risk acceptable. If so:
- Cover open wounds. Any cut, scrape, or reef rash is an entry point for bacteria. Use waterproof bandages or liquid bandage sealant.
- Avoid swallowing water. Easier said than done during wipeouts, but keeping your mouth closed during duck dives and hold-downs reduces your biggest exposure route.
- Wear earplugs. Contaminated water trapped in the ear canal is the most common cause of post-rain ear infections.
- Shower immediately after. Rinse your entire body, including ears and sinuses, with clean water as soon as you get out. Do not wait until you get home.
- Clean cuts promptly. Any new scrapes from your session should be washed with soap and treated with antiseptic.
- Watch for symptoms. If you develop GI symptoms, ear pain, a rash, or a wound that looks infected in the days after surfing post-rain, see a doctor and mention your ocean exposure.
Why Post-Storm Sessions Are Worth the Wait
Here is the good news: the same storms that pollute the water often deliver the best conditions of the season.
Low-pressure systems generate swell. As a storm moves through, the trailing high-pressure system behind it often brings offshore winds — the ideal combination for clean, well-shaped waves. The parking lot is empty because most people saw rain in the forecast and made other plans.
The surfers who understand the rhythm — wait for the water to flush, watch the buoys for the new swell to fill in, then paddle out into uncrowded perfection — consistently score the best sessions of the year.
Track the storm's movement, monitor the buoys for rising swell period, and plan your session for the sweet spot: new swell, clean winds, recovered water quality. That is the window.
